REPORTING TO THE FCO/INFORMATION WORK ON UK IN HONG KONG

1.

Attached are copies of Mr Scott's letter of 21 August, yours

of 14 October and my minute of 9 September.

2. A start has been made on reporting to us, i.e. Minister's visits,

but these are not really what we want; the only one we have so far

received is an undigested record of Mr Raison's press conference and

news-paper coverage of his visit. What we need is a much shorter

summary of such visits and any important points made or discussed

with officials and Unofficials. As for MPs' visits, we particularly

need to know what issues they said they would raise on their return.

3. The other aspect of this is alerting us to issues which are going

to be raised here by people from Hong Kong and prior briefing. Hong

Kong did well on Hans Lutz (if a bit of an overkill) and we have had

a copy of the 'Justice and Human Rights Report' for the UN Human

Rights Committee. But we are not given anything in the way of an

assessment of the support these endeavours have in Hong Kong and who

is likely to be approached here.

4. As I said in my minute, I do not think that Hong Kong realise

that doing this would help them as well as us.
