I have discussed with the Governor. I suggest

arriving 18 February to start work after Chinese New

Year and leaving on the evening of 3 March.

2. The programme for MacLaren's visit in October 1978

provides a good framework. I need to see as many

Government Departments as possible and also to get a

feel for opinion outside, including not only Unofficials

but businessmen, journalists, university people, etc.
