I discussed the visit with the Governor last week but have beun waiting to propon final dates to Hong Kong until he Quant111's moves were clearer. After discussion with FOD it is now clear that he can stay on until the beginning of harch, leaving the Department m 5 March. A successor is being proposed and there should be an overlap.

The attached draft telegram therefore suggests a stay in Hong Zong from 18 February 3 March. If I stay there until that Monday evening I can get 10 working days after the Chinese New Year, about the minimum needed.
