for a familiarisation visit to Hong Kong by Mr Morrice.

I would like to propose that Mr Morrice should go to Peking as well. China now looms extremely large in terms not only of Hong Kong's external relations but also of her internal political and economic development. Mr Morrice has not previously worked on or been to China and it would be helpful if he could take advantage of the visit to the Far East to add Peking to the itinerary. The main purpose would be to talk to HM Embassy, with whom we are in regular correspondence, about Hong Kong affairs, possibly, and depending on circumstances, to call on the MFA at working level, and to get a general impression, however transitory, of China. FED agree, subject to the Governor's views and those of the Embassy.

3. I think we should allow 3 or 4 days for Peking.

I would propose to take the Governor's and Mr Cradock's advice on whether the visit should come before or after Hong Kong.

4. The extra costs involved, ie 4 or 5 days subsistence and a slightly more expensive air and rail fare, are small when compared with the benefit to the department and to the officer concerned. I should be grateful, therefore, for authority for Mr Morrice to incur the additional expenditure.
