OVERSEAS STUDENTS' FEES

The briefs under cover of my minute of 9 July included a point on overseas students. Since then there has been the Adjournment Debate on 10 July, which Mr Blaker attended. If Sir Murray does raise the matter, Mr Blaker may like to draw attention to the fact that in the Debate Mr Rhodes-Boyson undertook to look at the situation as it develops against the background of economic circumstances and 'to continue a dialogue within our present policy'.

2. This will provide further opportunities to press Hong Kong's case. At the same time, progress is likely to be slow and there will be a pretty long period in which publicly we will have to live with the present position.
