On illegal immigration we are providing a graph showing the rate of arrival up to 10 July. This shows a continuing high level but not any rising trend in the last few weeks.

On overseas students we will provide a note following last night's Adjournment Debate in the Commons. It seems to have gone reasonably well.

B.

Nationality Law

The Governor briefed EXCO on this last Tuesday. He has sent us some supplementary questions on which we shall be telegraphing Sir J Cater. We will provide a note in case he raises the matter with Mr Blaker or the Chief Clerk.

C.

FRG Offtake of Refugees from Hong Kong

Based on submission of 2 July, Chief Clerk to ask the Governor whether he wants us to press the matter with Sir O Wright.

D.

Secretary of State's Visit to Hong Kong (25/26-27/28 September)

We need to submit now to the Secretary of State with suggestions for the main items in the programme (without firm times). Apart from a dinner to meet Unofficials etc, suggestions for discussion are:

Tour of urban Kowloon to get flavour of effect of illegal immigration on housing etc;

Visit to Mass Transit;

Tour of recent New Territories developments.

(Mr Timothy Raison from the Home Office will have just visited Hong Kong to discuss refugees and nationality law).
