Substance. Sympathetic to Hong Kong. But at this end

practical difficulties growing and financial problems acute.

Best we can hope for is additional quota of 5,000 (as Governor

has suggested), to include, as before, ship rescues.

2. Tactics. How best to broach with Mr Whitelaw?

between informal, oral approach and kicking matter off formally

in writing. If former preferred, would Governor wish to take

part in a talk with Mr Whitelaw (who will know his views from

recent discussion with Mr Raison in Hong Kong).
