Cyprus

22. Mr. Christopher Price asked the Lord Privy Seal what further efforts the British Government have made towards achieving a settlement in Cyprus.

Sir Ian Gilmour: The Government continue to give full support to the inter- communal talks taking place under United Nations auspices.

British North America Act

Mr. Luce: Her Majesty's Government welcome the United Nations Secretary- General's report of 24 November to the Security Council and the prospect it holds out for Namibian independence in 1981. We support the proposals contained in the report for a pre-implementation meeting on 7 January 1981. As a result of the - visit of the United Nations Mission to Pretoria last month, and subsequent con- sultations, we are close to agreement on March 1981 as the date for implementa- tion. In conjunction with our partners in the Group of Five Western countries, we shall work to bring the Namibia negotia- tions to a successful conclusion through the pre-implementation meeting, where, as observers, we shall be in touch with all delegations, including that from South Africa.

Gibraltar

28. Mr. McQuarrie - asked the Lord Privy Seal what further progress has been made in the negotiations between the Spanish and United Kingdom Govern- ments on the lifting of the restrictions between the border of Gibraltar and La Linea in the Campo De Gibraltar; and if he will make a statement.
