You have already received a set of the briefs for the Secretary of State's meeting with the Governor on 5 November (my minute of 30 October to the Private Secretary). I will report the outcome of that meeting to Mr Blaker.

2. I attach an additional brief for Mr Blaker on Hong Kong/ Shanghai Air Services prepared by MAED. FED will submit separately a brief on the Guangdong Nuclear Project.
