i) Guangdong Nuclear Project. You have already

received a copy of Mr McLaren's minute of 4 November with a copy of the brief for the Secretary of State. However, this was not discussed with Lord Carrington.

ii) ECGD. The Governor saw officials of DOI and ECGD on 4 November. He feels strongly that if ECGD terms are made too strong there may be pressure by companies in Hong Kong to look to other suppliers (eg Germany and Japan).
