11. The Governor said that police morale had improved greatly

over the year. They were now much more confident of themselves

and less sensitive to criticism. Nevertheless, they still needed

very careful handling. Police forces, with their esoteric

knowledge and the relatively low quality of their officers

presented special problems.

He was making a special point of

cultiviating them eg by regular lunches in police messes.
