Lieutenant, RNVR he joined the Foreign Office in 1947. 1963 he held posts in China, Poland, New Zealand, France and Hong Kong. After two years in charge of the Foreign Office Far Eastern Department, he served as Private Secretary to the Secretary of State for Foreign Affairs from 1965 to 1967 (Michael Stewart and George Brown). He became Hi Ambassador to Vietnam in 1967 and was appointed Ambassador to Denmark in 1969.

The Governor has been extremely successful in Hong Kong. regarded in some quarters as an autocrat, but the mass of the population is favourably disposed towards him, mainly due to his successes in the Social Services field. He has raised Hong Kong's relations with the People's Republic of China to a high level, and visited China in early 1979.

The Governor proved that his actions averted administrative breakdown, is also concerned with the continuing problem of the Vietnamese "Boat People", and recently visited several cities, including Geneva and London, to discuss the problem.
At the end of September 1979 Mr Blaker, Minister of State at the FCO, announced during a visit to Hong Kong that the Governor's term of office had been extended for the fourth time until 1982 (he was due to leave Hong Kong in April 1980).
