Hong Kong has a depressingly bad road accident record even allowing for its densely trafficked network (7.3 injury accidents per m.veh/kms in 1977 against UK's 1.0 and Japan's 1.5 (Source IRF)). After some years of passing the blame around, Hong Kong Goverment is now making a positive effort to deal with the problem. Up to present there has been no systematic investigation of accident causation but Hong Kong Government no:: proposes to set up a Road Safety Division within the Public Works Department (see organisation chart attached). The Overseas Unit has assisted the authorities to formulate their views on how the accident problems should

be tackled. The PWD has recently approached the Department for assistance in filling

key posts in the new Division and in training junior staff.
