1. A decision on the timing of the reduction in Iranian

diplomatic representation in the UK, and therefore on the

future of the Consulate-General in Hong Kong, has yet to

be taken. However, we can agree to the suggestions in

your first TUR, i.e. that one junior official should

remain behind.

Consular representation is of course a matter for HMG

and not Exco. The Iranians were therefore be informed

here in London of the decision on the Consulate-General in

Hong Kong at the same time as we inform them of the

reduction in their staff in London and the closure of

the Consulate-General in Manchester.
