The Chairman referred to statements being made in both Houses about the Naples meeting of E C Foreign Ministers on 17 May. He read the draft of the Lord Privy Seal's statement to the Commons. The FCO representative read out a translation of the Naples communique describing the agreement reached.

Points made in discussion included:-

A separate Order could be necessary to apply sanctions

to dependent territories; these would have to be consulted by Home Office.

The definition of a "contract" should be wide enough

to include renewal of arrangements essentially reached before the cut-off dato.

Prohibition of the supply of goods to Iran should

apply only to direct trade, and as not to inhibit the London Commodity market.

Personal effects of travellers should be excluded

from the scope of sanctions.
