The Iran (Temporary Powers) Bill will be extended to all dependent territories including Hong Kong. As yet we do not know what action will be required of Hong Kong under the Iran (Temporary Powers) Bill; this will be considered when the terms of the Bill are known.

But it is possible for Hong Kong to proceed now with preparations in respect of the sanctions on trade. At present, although regulatory powers exist under the Import and Export Ordinance (Chapter 60), Hong Kong does not generally exercise control over the import and export of goods other than those specifically prohibited under the Ordinance, or in respect of countries similarly stipulated. To enable Hong Kong to take the necessary powers, in concert with action by the UK, to impose sanctions against Iran, an amendment to the Import and Export (General) Regulations is required,

7oldene The Import and Export (General) (Amendment) Regulations 1980 seeks to prohibit the importation of articles from Iran or articles! of Iranian origin and all exports to Iran, except under a licence issuedio by the Director of Trade, Industry and Customs. These regulations will come into effect on a date to be appointed by the Governor. It is intended that a date will be appointed only when we have received specific instruc- tions from the UK regarding the imposition of economic sanctions against Iran.

As foreshadowed in XCCI(80)12, cessation of trade with Iran would have no significant effect on the local manufacturing industry or on the economy as a whole. Should sanctions against Iran be implemented, there would be some staff involvement in enforcement action. departments which will be involved include Immigration Department, Marine Department and the Trade, Industry and Customs Department.
