Annexed for the consideration of Members are the Import and Export (General) (Amendment) Regulations 1980.

ACC(80)69, at Annex B, circulated for Members' consideration on 20th May 1980, referred to the possibility that Hong Kong might be asked to join action with the United Kingdom (U.K.) to impose sanctions against Iran and sought Members' advice on whether the regulations annexed to that memorandum should be made. In the event, consideration of ACC(80)69 was deferred because no specific instructions had been received from the UK on the nature of the sanctions to be imposed.

Since then, two Orders in Council have been made in the UK. They are the Iran (Trading Sanctions) Order 1980, at Annex C, made under the Iran (Temporary Powers) Act 1980 and the Export of Goods (Control) (Iran sanctions) Order 1980, at Annex D, made under the Import, Export and Customs Powers (Defence) Act 1939(a).

Both Orders took effect on 30th May 1980. The former has been extended to Hong Kong and therefore constitutes part of Hong Kong's law without further formality. The latter applies only to the UK, but Hong Kong has been requested to take parallel action.
