3) The Chairman shall have a casting vote.

Article 37

1) The Governor could attend Legislative meetings if he so wishes but he has

no right to vote.

2)

The Chairman may, on his own initiative or in compliance with the request

of any Councillor, invite people other than members of the Legislative Council,

especially those knowledgeable on items under review, to attend Legislative

meetings or meetings of Committees set up under (2) of Article 35. But these

people have no right to vote.

Article 38

1)

Legislative Councillors may:

:

a. Submit written inquiries on any action of the Governor or the territory's

administration so that explanations could be made to the public.

b. Enquire any organisations or departments on public affairs, seek their

opinions or collect data on matters not related to long-term work of

Legislative meetings.

2) Request for explanations or enquiries made in accordance with (1) above may not be refused unless on matters of national security. But departments should

not make any answers without the prior permission of the Governor.

Article 39

The Governor and Councillors may propose new regulations in accordance

with the Standing Orders of the Legislative Council.

Article 40

It

1) Proposal and draft passed by the Legislative Council shall become law. shall be sent to the Governor for signature and decree within fifteen days of

its receipt.
