The aforesaid rules may be applied in legalizing, adjusting and altering

the illegal activities of the Governor and the Secretaries of Administration.

4) The administrative acts of the Governor and the Secretaries of Administration

are subject to queries by the people concerned only if the Governor and the

Secretaries of Administration are found to be incompetent, exceeding and abaŝing

their authority, distorting the laws and acting in contravention of the

ordinances, regulations and contracts of administration.

Appeals against the judgements and decisions of the Governor and the

Secretaries of Administration are to be heard at the High Court of Appeal, and

such appeals have to be lodged within 40 days of the announcement of such

judgements and decisions.

Article 19

1) The Covernor is responsible to the President of the Republic on matters

relating to politics.

2) The Governor and the Secretaries of Administration are liable to be indicted

at the law courts for civil and criminal offences.

3) Should the Governor or the Secretaries of Administration be the accused in

civil and criminal cases during their tenures of office, such cases can only be

dealt with in the law courts of Lisbon, except that the case comes within the

jurisdiction of a court of law other than the court of Macau.

Article 20

1) Under the Governor there shall be formed a Higher Security Committee responsible for making and co-ordinating policies in connection with the

maintenance of peace and security within the territory of Macau.

2) The Higher Security Committee is presided over by the Governor and its

members are composed of the various Secretaries of Administration, the Commander,

the Deputy Commander and the Chief of Staff of Public Security Forces and three

members co-opted by the Legislative Council.

3) Meetings of the Committee may be summoned by the Governor if he so wishes
