2) If orders are promulgated by the Governor under circumstances otherwise
than with the approval of an enactment, such orders may be required to be
confirmed. If no application is made by more than 6 members of the Council for
its examination at the first five meetings after the promulgation, such orders
shall be deemed to have been approved.
3) If confirmation is rejected, the Chairman of the Legislative Council may
issue a notice to the effect that such orders shall cease to operate with effect
from the day of promulgation by the Government; provided that it shall not apply
to cases in which disapproval is based on the fact that it is detrimental to the
Constitution or the laws made by the sovereignty body of the Republic. In such
cases, section 3 of Article 40 shall apply.
4) Such confirmation may be approved after amendments are made. This being the
case, the orders in question shall continue to take effect unless a resolution
to suspend its operation is made by two-thirds of the active members of the
Legislative Council.
Article 15
1) The powers of administration of the Covernor which have not been conferred
upon the sovereignty body of the Republic by the Constitution or this law are
as follows :
a. To lead the territory in political involvement of general nature;
b. to co-ordinate the entire public administration;
c. to make regulations where it is necessary for the territory to enforce
the law or other legal documents;
d. to ensure the freedom of the judicial authorities so that it may carry
out its duties in full and independently;
e. to administer finance of the territory;
f. to lay down the structure of the monetary and financial markets and to
control their activities;
E. to refuse entry of or expel in accordance with the law any Portugese national or foreigner whose presence seriously affects the internal or international peace and order. The party involved shall have the right to appeal to the
President of the Republic.
