d the Legislative Council. The Governor shall be advised by a Consultative

Council.

Article 5

The Legislative Council and the Governor shall be responsible for

legislating laws.

Article 6

The Governor with the assistance of the Secretaries for Administration

shall be responsible for the implementation of laws.

Section 2

The Governor

Article 7

1) The Covernor shall be appointed by the President and powers shall also be

conferred upon him by the President.

2) Prior to the appointment of the Governor, local residents shall first be

consulted especially through the Legislative Council and the representatives of

the most basic social organisations.

Article 8

In the scale of civil service, the Governor shall be on a rank

equivalent to that of a minister in the Government of the Republic.

Article 9

1) When the Governor is not present or when obstracles preventing his presence;

the President of the Republic shall designate a person to discharge the relevant

duties. However, in the meantime the Governor may appoint a person from among

the Secretaries for Administration, and the Commander of Public Security Force. to act as the Governor.

2) In the absence of the Governor, the Commander of the Public Security Force

shall be the Acting Governor until a person has been appointed Governor by the

President of the Republic.

Article 10

The Governor may not leave the territory without the prior consent of the President of the Republic. However, he may leave for the British Colony of Hong Kong and in such case, it will be sufficient if he gives notice of his

absence.
