freedoms and guarantees, and to suspend constitutional guarantees either totally or partially, they must be preceded by a consultation of the Legislative Assembly, and notice thereof provided as soon as possible to the President of the Republic.
2. Legal diplomas requiring the Governor's signature which do not bear such a signature, will be considered null and void.
Article 12

1.
Matters relating to the external security of the territory will fall to the President of the Republic.
The power mentioned in the previous paragraph can be delegated to another authority.

Article 13. - 1. The Governor's legislative powers will be exercised by m
means of decree-laws, and they will cover all matters pertaining exclusively to the interest of the territory and which are not reserved
for the organs of sovereignty of the Republic or for the Legislative Assembly.
2. He also has the power to pass laws whenever the Legislative Assembly grants him legislative powers, or is dissolved.
Article 14.- 1. Those legislative powers the terms of which do not provide for a continued utilization, cannot be used more than once, but they can be used in stages.

Should the Governor publish decree-laws other than with the above legislative powers, such decree-laws will be subject to ratification, which will be considered to have been granted should they not be sub- mitted to the Legislative Assembly for consideration by six deputies, in the first five sessions following their publication.
3. Should ratification not be granted, the decree-law in question will cease to be in force from the date of publication in the Official Gazette of the relevant notification issued by the President of the Legislative Assembly, except in those cases in which ratification is not granted on the grounds of violation of constitutional rules or other rules established by the bodies of sovereignty of the Republic, in which case the provisions of no. 3 of article 40 will apply.

Ratification may be granted with amendments; in this case the relevant decree-law will remain in force except if the Legislative Assembly decides to suspend its enforcement by a decision of two thirds of the number of Deputies present.
