AND PACIFIC OFFICE OF ICAO.

FROM 6 TO 25 JANUARY 1980, 43 FOREIGN AIRCRAFT OPERATING ALONG THE ROUTE SEGMENT FROM DANANG TO HONG KONG DEVIATED 43 TIMES
NTO THE AIRSPACE OF CHINA'S XISHA ISLANDS. SOME AIRCRAFT EVEN TRAVERSED THE DANGER AREAS DURING THE HOURS WHEN THEY WERE ACTIVE (FOR DETAILS, SEE THE ATTACHMENT) THUS CONSTITUING GRAVE THREAT TO FLIGHT SAFETY, YOU ARE KINDLY REQUESTED TO NOFITY THE
APPROPRIATE AUTHORITIES TO TAKE EFFECTIVE MEASURES TO GUARD
AGAINST SIMILAR OCCURRENCES FOR THE SAKE OF FLIGHT SAFETY.

3. THE ATTACHMENT TO THE LETTER IS A LIST ENTITLED ''DEVIATIONS
OF FOREIGN AIRCRAFT INTO THE AIRSPACE OF CHINA'S XISHA ISLANDS''.
IT GIVES DATE, TIME, PERIOD, WIDTH AND DEPTH OF 44 (SIC) ALLEGED DEVIATIONS. THE PERIODS VARY BETWEEN 1 AND 17 MINUTES,
THE WIDTHS BETWEEN 15 AND 205 KILOMETRES AND THE DEPTHS BETWEEN
2 AND 60 KILOMETRES.
4. AT FIRST SIGHT THE DETAILS APPEAR TO BE INADEQUATE TO
ASSOCIATE EACH ALLEGED DEVIATION WITH A SPECIFIC AIRCRAFT MOVEMENT.
THUS WE MAY NOT BE ABLE TO RELAY COMPLAINTS TO THE OPERATORS CONCERNED, HOWEVER WE WILL ADVISE YOU ON THIS AND MAKE ANY OTHER COMMENTS WE HAVE AFTER FURTHER DETAILED STUDY OF THE LIST. MEANWHILE
A NOTAM IS BEING ISSUED TO REMIND ALL OPERATORS ON THIS ROUTE OF
THE ADVISABILITY OF AIRCRAFT ADHERING TO THE CENTRE LINE.
