1 We note FCO agreement (their telno 424) to your proposal of wiping the slate clean for both this and the earlier Kirs Bay incident. Although there have been exchenges in Peking on this subject, most recently on 5 May (our telno 53), we do not propose to take matters further here unless specifically requested. This will presumably be necessary only if local negotiations prove unsuccessful. We should of course be interested in any case to hear the cutcome of your ajproach to NCNA
