I was interested to see the comment in para. 9 of your letter to Kim Sullivan of 22 July about your discussion with Zheng on the relationship between the NCNA and the Ministry of Foreign Affairs.

2. We have never been clear precisely how NCNA communicate with Peking. The general picture they have given us is that they send messages both to the MFA and to the Hong Kong and Macau Office. Although anything is possible, I must admit that I am puzzled by Zheng's comments that they report initially to the NCNA headquarters who then only pass on the information to the West European Department through the Information/ News Department of the MFA. I suspect (and I hope) that he was exaggerating the convolutions of the system.
