1. takes note of the attached draft of a Second Optional

Protocol to the International Covenant on Civil and

Political Rights, aiming at the abolition of the death penalty,

requests the Secretary-General to invite comments and observations by member Governments and to submit a

report to the General Assembly at its 36th session,

decides to consider the draft optional protocol together

with the report at its 36th session unter the item

"International Covenants on Human Rights".
