Capital Punishment in the Dependent Territories

The Secretary of State has approved the recommendations in your submission of 10 November and the draft minute to the Prime Minister is issuing.

As you will see from his manuscript note on the submission, Lord Carrington would have liked to have received a much shorter paper on this subject. The draft minute to the Prime Minister was admirably succinct. But the covering papers totalled some nine pages, and were in places repetitive. This did not make it easier for the Secretary of State to deal with this matter in what has turned out to be an exceptionally heavy month for paper. As you will see, we in fact provided him with a one page summary encapsulating the main points in the submission.
