Mr Anthony Fell That this House regrets the decision of the Anglian Water Authority on 12th November not to introduce a system of payment of water rate by instalments; draws its attention to the practice in other water authorities, as well as for gas, electricity and local authority rates; expresses anxiety on behalf of our constituents, particularly those on small fixed incomes; and urges the Secretary of State for the Environment to use his undoubted influence to achieve a reconsideration of their policy.

That this House reiterates its view that capital punishment for murder should not be re-introduced in the United Kingdom and urges the Government to advise Her Majesty to exercise the Prerogative of Mercy in all cases in British Colonies.
