Territories

Thank you for your letter HKG 380/2 of 11 March 1980. May I please disabuse you? This dog is not sleeping. Only last week in Executive Council the Minister of Finance suggested (only partly in jest) that the cost of maintaining two murderers in 'porridge' for the rest of their days could properly be regarded as a fair charge to the personal advance account of the Governor who, as a personal whim, ran counter to the law of the country and the advice of its government.
