I have now redrafted the capital punishment submission yet again. I think I have included all Mr Rushford's points but I have recommended that the options of both:

a) rejigging localy Mercy Committees

b) an outside Committee.

should be considered. I have registered the difficulties about both courses but we cannot say either is out of the question without further consideration. (Ministers might, of course, decide not to pursue them, but that is their choice). Any obs please?
