ENTRY OF IRANIANS:

DEPENDENT TERRITORIES

1. Our telegram Visa 002 of 25 April (copy attached for ease of reference) advised certain visa-issuing posts, including Associated States and Dependent Territories, that HMG was going to impose a visa requirement on Iranian nationals entering the UK.

It was also envisaged that Iranians should require visas to enter Dependent Territories but paragraph 6 of the telegram, which was drafted by HKGD, now seems to have been ambiguous since no further advice was intended to be given to the OAGS. advised at the time that the phraseology was appropriate for indicating to Dependent Territories what we wished them to do. a result some Dependent Territories took no action, eg Bermuda, BIOT, Pitcairn Islands and St Helena and possibly also Gibraltar (see paragraph 4 below).

3. It is of course most unlikely that Iranian nationals would wish to visit most of these territories. Nevertheless, the intention was clear that Iranians should require a visa to enter any Dependent Territory. We should be grateful for your advice on what steps should now be taken to implement this intention.

4. Gibraltar. Gibraltar telegram 33 of 23 May to MVD requested the instructions which were "promised" in paragraph 6 of our telegram Visa 002. Regrettably, the telegram was put away without any action being taken. It has only now come to light. Subsequently we received a Gibraltar Council Paper number 94/80 of 9 September which requested the Council to consider and advise on the imposition of visas for Iranians wishing to enter the territory. I attach a copy of the Paper. Could you say whether a visa requirement has been agreed for Gibraltar? We should be grateful for your advice and, as appropriate, the procedure for ensuring that the visa requirement is implemented by Gibraltar.
