Thank you for your minute of 6 May. I have noted your interest in the draft Sanctions Order.
It is for you and the FCO to decide in consultation with the Hong Kong to what extent the Order is to extend there.
If we follow the Rhodesia example the principal Order will apply only to the United Kingdom and subsequent Orders will be made for extension to each dependency or colony.
Do I take it from your minute that UK nationals etc whether of the UK or Hong Kong variety should not be penalised if ships which they own but which are registered under a foreign flag trade with Iran?
