You will have seen the minutes between Bob Ayling and Arthur Pryor here relating to the application of sanctions to foreign flag shipping and British shipping on the UK and dependency registries. No doubt your colleagues are considering how best to extend the proposed sanctions orders to the colonies and other dependent territories. However, to make sure that there is no possible misunderstanding, I confirm that we would want the sanctions to bear on British shipping registered in dependent territories eg Hong Kong and Bermuda to exactly the same extent as is decided for British shipping registered here. There would otherwise be an unfair commercial handicap on UK registered shipping which would surely be impossible to justify. Similarly, the sanctions should apply to foreign flag ships to the same extent whether their British beneficial owners or charterers reside in the UK or
dependent territories. As you will have seen, we have still to sort out one or two points here on how the main order would bear on UK charterers and. foreign flag ships.
