8. The balance of the argument is therefore against requirin Hong Kong and the other Dependent Territories to take action against Iran. This leaves open the question of the future of the Iranian Consulate-General in Hong Kong. The Governor's view is that, if it is to be closed as a result of the diplomatic action which we are taking generally against the Iranians, one Iranian official should be left behind to deal

with essential business.
