Sanctions against Iran

The Secretary of State and Mr Hurd discussed this morning the draft sanctions orders against Iran in the light of your minute of 27 May to PS/Mr Hurd. They agreed to the recommendations in your minute, subject to one proviso, namely that there should not be any coverage of service contracts. If it turned out that, contrary to what now appears to be the case, most other Community countries decide after all to prohibit new service contracts, we might need to make an additional order ourselves to this effect. But for the time being, we should ensure, in order not to provoke difficulties in Parliament, that the scope of our own orders is not out of line with what the majority of our partners are doing.
