With reference to Miss Butterworth's letter
(DOT) of 11 January 1980 below I think this should be entered in your derartment perhaps we can discuss this further.

It is clear that the new Act should, if they so wish, be applied in Hong Kong and Bermuda. I think the best way to proceed is to send a Saving Telegram to both these posts (text something on the lines of the attached draft) forthwith in which we give them the bulk of the information provided by the DOT.
We could send a copy of the draft bill, together with the summary of 3endous clauses and the DOT Press Notice, separately by bag referring to the Saving in question so that they may be linked up at the post.

Once this action has been completed a further
draft Saving could be prepared addressed to all other D.T's which should be circulated to the Assistants in the departments concerned asking if they do not agree that it should go to any of their posts they should delete them from the draft. There is clearly need for some speedy action, and it would take too long for the papers to circulate to each department The new Act is an important one and in view of its nature could lead tomany legal complications.
