PROTECTION OF TRADING INTERESTS BILL: 20

Extension to Penendent Territories

Thank you for your letter of 11 January 1980, together with its enclosures, about the abovementioned new Bill which will repeal the "Shipping Contracts and Commercial Documents Act of 1964". We have since spoken over the telephone and I write to confirm that we should like to consult:-

Belize Bermuda

British Virgin Islands

Cayman Islands

Falkland Islands

Gibraltar

Hong Kong

Montserrat

St Helena

Turks and Caicos

assuming, as Mr Rushford our Legal Adviser stated, we would not wish to extend the bill to an Associated State, Anguilla, the New Hebrides (to be independent in 1980) or Brunei.

I have therefore prepared a draft Saving Telegram addressed to the abovenamed posts and should be grateful if you would kindly (a) amend or add to the text as necessary: (b) send me a sufficient number of the papers referred to in para, 2 so that I may send them out to the posts concerned by bag. Since the message is to go "Saving" please do not hesitate to add further paragraphs if there is some vital aspect of the subject which I have omitted. If on the other hand your amendments are of a minor nature you may care to telerhone them to me to save time.
