anything done or omitted outside the United Kingdom in contravention of
directions issued under Clauses 1(3) or 2(1),
Subsection (3) provides that in England, Wales and Northern Ireland
prosecutions may only be instituted by the Secretary of State or otherwise
with the consent of the Attorney-General.

Subsection (4) provides that proceedings against any person for an
offence under this clause may be taken before the appropriate court in
the United Kingdom having jurisdiction in the place where that person is
at the time when the proceedings are brought.

Subsection (5) prescribes the maximum fine which may be imposed under
subsection (1)(b) on summary conviction. The "statutory maximum" for this
purpose is the prescribed sum within the meaning respectively of
Section 28 of the Criminal Law Act 1977 in England and Wales and Northern
Ireland, and of Section 289 B of the Criminal Procedure (Scotland) Act
1975 in Scotland. In both cases the current amount is £1,000. The sub-
section also provides that for the purposes of the application of this
subsection in Northern Ireland the provisions in the Criminal Law Act
1977 relating to the statutory maximum shall extend to Northern Ireland.
