which came into operation on 24 March, prohibits certain transactions relating to patents, registered dosigos and industrial information
or techniques for the manufacture and maintenance in South Africa
of arms and certain associated goods: it also confers powers to obtain
evidence and information for the purposes of the Order.
Order is also being sent seperately by bag.
A copy of the
This Order will be amended
in due course so as to refer to the consolidating Export of Goods
(Control) Order 1978, referred to in pera 3 above.
5 In pursuance of its obligations under the Security Council
Resolution it is necessary for the United Kingdom to ensure the application
of the embargo in the territories for whose international relations
it is responsible,
Her Majesty's Government therefore propose that, in
addition to Orders in Council which are already in preparation
for the Channel Islands and the Isle of Man, a further Order should be
made under the United Nations Act 1946 to give effect to operative ·
para 2 of the Resolution in respect of certain overscas territories, in
teras of the draft which is also being sent separately by bag.
This
draft reflects the relevant powers and goods or transactions covered in the Souch Africa (United Nations Arms Embargo) (Prohibited Transactions) Order 1978 and in the UK port of Coods (Control) Order 1970 as
amended and to be covered in the consolidating Order referred to in
para 3,

It is suggested that Brunei, the Solomon Islands and Tuvalu may wish
legislate themselves along the lines or the draft Order.
These
territories could, however, be included in the Order should they so wish,

themselves also, It is eucential that we should know by 1 August at the
