The two territories likely to be most interested in having the 1980 Act applied in their territory are Hong Kong and Bermuda. We should therefore put a B.U. on the file for say 2 months to check whether any action is required in this respect

if so it will probably be for Mr Parry

to draft the Order-in-Council.

After the case of H.K. and Bermuda has been settled we should then ascertain from the remaining posts whether or not they are interested in the subject.
