REVISION OF COLONIAL REGULATIONS

I am sorry but I do not see any prospect of my being able to undertake this task. The only prospect of it being done if it is to be done would be by someone, eg a retired colonial servant, with no other commitments and, perhaps, with specialised knowledge of accounting procedures (since revision of the chapter on finance would be both important and none too easy).

2 In any case, however, I think the line taken in the draft behind P.2 is the correct one. I would now like to see it issued (preferably before the next OAG Conference in January?)

In addition to the argument in the draft, I think that the re-issue of Col. Regs. could well be resented by at least some local politicians and civil servants as being an attempt by HMG to re-impose a degree of control by the Governor and the Secretary of State over matters which are often considered should be controlled locally. If territories were to produce their own regulations, there is a better chance of them being accepted locally (and even, perhaps, followed on occasion!)
