COLONIAL REGULATIONS
1.
When we met in London last month, you raised the question of a revision of Colonial Regulations, to form the model for the Gibraltar Regulations which you plan to issue.
2. I am afraid that there is no prospect of HKGD's being able to take on the considerable burden of work that would be involved in a major revision of Colonial Regulations.
We are looking into the possibility that some other department might be able to do it, but I am not at all optimistic that it will prove possible.
3. What we shall probably have to come back to therefore is to ask each territory to consider whether it needs to produce its own Regulations to provide the working rules for its own Government to follow. This is of course very much what you had in mind. I realise that you would have found it easier to do this working from revised and updated Colonial Regula- tions. But I hope that in practice you will find it does not cause much additional work to use the existing model. We shall of course be very ready to help with advice on any specific problems which occur to you.
