Points to make

Proposals for making TCI's civil aviation register inter- national do affect HMG, since all aircraft registered in the Dependent Territories are registered by the UK for the purposes

of international law.

2. The UK has international obligations under ICAO Convention to ensure all aircraft on her registry are properly maintained.

3. The Civil Aviation authority is responsible for maintenance of standards in the UK and this is invariably the case in the Dependent Territories.
