1. The present position on the memorandum is as follows. comments we received from OAGs in reply to Mr Stratton's letter of 1 February were incorporated into the memorandum as far as possible. It was then circulated to all relevant departments and the amendments suggested by WIAD and MCD were also added. The final version of the memorandum is now at flag C.
2.
In Miss Farrell's minute of 24 June, she suggested that the memorandum was ready to be submitted to Ministers. The point Miss Farrell raised about the Turks and Caicos Islands was dealt with by Mr Bridgwood. I have consulted Mr Wallace on Anguilla's request to have something inserted into paragraph 2 of the memorandum about 'financial control in grant-aided territories' It is his view that there should be no changes, i.e. paragraph 2 should stay as it is.

I recommend that the memorandum should now be submitted to Ministers for their views. At the same time, we should bear in mind that the House of Commons Foreign Affairs Committee may take an interest in the memorandum. We should also consider
compact preparing a nomadneed version of the memorandum which would be sent to all Governors and also made available to the local Ministers.
