I attach a draft reply to Mr Buck's letter of 8 December

forwarding a letter from his constituent, Mr D B Evans.

The subject of integration was most recently discussed

at a seminar in the Institute of Development Studies, University

B N. of Sussex, in 1979; the report is attached. The reply spells

out some of the difficulties involved in integration. Although

in the long run it may be the only viable alternative for small,

isolated communities such as St Helena and the Falkland Islands,

to offer it to them might encourage other territories which could

sustain independence to seek it also. More importantly, it would

encourage similar ideas in Hong Kong and Gibraltar where, because

of the political circumstances, such a move would be out of the

question.
