13 OAG's received the letter, 4 of which are the "political" territories to which the Memorandum does not apply (Belize, Falkland Is., Gibraltar, and Hong Kong). Of these, Belize and Falkland Is. have not reacted.

I suggest we send a short chaser to Anguilla and St Helena as in the attached draft, repeated to Montserrat by Saving as I spoke to Mr Dale today about the Memorandum and he leaves for thet Caribbean tomorrow (Saturday). I see no problem in getting approval to a slight 'doctoring'
doctoring' of the Memorandum to suit Bermuda, B.V.Is. and Turks and Caicos but we can pursue this in due course when we come to publish a final text of the Memorandum.

As regards follow-up action, the Governor of B.V.Is. has not yet had an acknowledgment to his letter. However this is being dealt with in the context of Capital Punishment. As regards Cayman Is. Mr Clift is seeing Mr Russell on 17 April: Gibraltar, Turks and Caicos and Bermuda require a letter and I therefore attach 3 draft acknowledgments to the posts concerned.
