We propose shortly to submit a recommendation to Ministers which will take account of the various comments received. OAGS except those in Anguilla, Belmopan (special case), Montserrat and Vila (differently special) have now replied. Since most of the territories concerned 'belong' to WIAD, I shall of course consult you at an early stage about the submission. Meanwhile, however, are there any considerations, which might for example have arisen in your general correspondence with posts, which you would wish me to bear in mind? safely take Messrs Godden's and Dale's silence as 'no comment'?
