POLICY TOWARDS THE DEPENDENT TERRITORIES

1. Please refer to Mr Stratton's letter of 1 February to OAGS enclosing a memorandum setting out HMG's basic policy towards our remaining dependent overseas territories, and inviting comments on the memorandum in the light of our intention of making it available to local Ministers or legislatures.

2. We now have replies from OAGS, and among their comments were various suggestions for minor redraftings. I now attach to this minute a revised version which takes account of as many of these points as it has been practicable to assimilate, bearing in mind that some of them were inevitably of only local applicability.

Now that a consensus has emerged in favour of letting local Ministers and/or legislatures see the memorandum, it is proposed to resubmit a final version to Ministers in the FCO, since in its initial form the paper evolved as guidance for officials only. I shall be grateful to have your comments by 20 June if possible.
