On other matters, the Governor normally acts in accordance with the advice of the Gibraltar Council, composed of 5 Ministers and 4 officials,. He may on occasions act in his discretion or be directed by a Secretary of State.
HONG KONG
a) The Governor of Hong Kong represents the Crown and has power to make laws for the territory, although the Secretary of State for Foreign and Commonwealth Affairs maintains responsibility for its external relations, security and defence. The Governor is advised by an Executive Council comprising 4 ex officio members and 10 others (Officials and Unofficials). The Governor legislates with the advice and consent of the Legislative Council, comprising 4 ex officio members (including the Governor), 16 other Official members and 24 Unofficials. Membership of the Executive and Legislative Councils is by appointment.
(b) An Urban Council, comprising 12 members appointed by the Governor and 12 elected, is responsible for the management and control of a number of civic amenities and facilities in the urban areas under a district officer system, District Advisory Boards are consulted by the Government on matters of local administration. The whole question of possible changes in local administration is the subject of a Hong Kong Government Green Paper published on 6 June 1980.
MONTSERRAT
The Government is administered by a Governor, assisted by an Executive Council of 3 elected Ministers, 1 member without portfolio and 2 officials. There is a Legislative Council of a Speaker, 7 elected members, 2 official members and, at the Governor's discretion, 2 nominated members. The Governor is required to act on the advice of the Executive Council save in matters relating to defence, external affairs, law and order and the efficiency of the Judiciary and the Civil Service, which are reserved to Her Majesty's Government.
PITCAIRN, HENDERSON, DUCIE AND OENO ISLANDS
(a) The Pitcairn Islands group is administered by a Governor, appointed under the provisions of the Pitcairn Order 1970, who is resident in Wellington, New Zealand. The Governor has powers to make laws for the peace, order and good government of the Islands. Any such law may be disallowed by Her Majesty through a Secretary of State.
