TRAWL FOR SECONDMENT OF PRINCIPALS TO HONG KONG AS ADMINISTRATIVE OFFICERS, STAFF GRADE C
1. I understand from Dick Clift that you were well pleased with the applicants for the trawl who presented themselves from the Home Civil Service, and that you intend to take four or six instead of the original one or two.

Unfortunately, there appears to have been no response from Diplomatic Service officers; the reason for this is a mystery. However, we would like to ensure that DS officers both at home and abroad have the opportunity to apply for this attractive secondment. I realise that the date for sub- mission of applications has long since passed, and that the selection process is almost completed. It would also be wrong to pretend that circulation of the trawl to our posts abroad would be a speedy business.

Would you be averse, nevertheless, to our undertaking it? If you have any objection, would you be kind enough to tell me how many officers you would require, and the date by which applications should be submitted. We would be able to under- take the sifting process here and then pass the applicants to the Hong Kong Government Office in the usual way.

Would you be kind enough to let me know your reaction by guam? Alegnam?
